Practical Guide to Trans-frontier Cooperation

This Guide, drafted for Council of Europe Member States by the Mission Opérationnelle Transfrontalière (FR), describes the legal framework for transfrontier co-operation and highlights a number of good practices and methodologies aiming at implementing transfrontier cooperation actions between territorial and local authorities located on the territory of the Council of Europe Member States.

QuattroPole

QuattroPole is a cross-border city network of Luxemburg, Metz, Saarbrücken and Trier. The initiative aims at strengthening the visibility of the QuattroPole space on the European map, to meet the challenges of the future, together, in a Europe that is growing together. QuattroPole sets up specific cross-border services dedicated to citizens and enterprises, in collaboration with external partners. Environment and energy, culture, languages and a common touristic concept are some of the topics developed by QuattroPole.

Plurio.net

Plurio.net is aggregating and disseminating cultural content of the Greater Region, i. e. information about events, venues and organisations. It covers all cultural fields, as well as content with educational and touristic interest. The cultural operators of the Greater Region can connect and upload their content to Plurio.net with the creation of a user profile. Cultural operators with large amounts of meaningful content can also connect via XML interfaces. In 2014, more than 3000 operators are member of the content network.

Espace culturel Grande Région

The "Espace culturel Grande Région " is an association stemming from a project co-financed by the European Regional Development Fund, within the framework of the INTERREG IV A program Grande Région. The main activities of the association are to bring together cultural authorities of the Greater Region and to define a common work program.

CrossCulTour

The partnership of CrossCulTour developed and implemented eight transnational tools: Online Questionnaire, Knowledge Platform, Monitoring Scheme, Maps and Signs, two Summer Schools, CC Youth Course and Audio Guides. A sales manual as brochure and on CD, a travel magazine as e-paper and printed version as well as two business newsletters have been created. CrossCulTour has developed and implemented eight joint strategies resp. action plans.

Stakeholder Analysis

This is an analytical tool establishing a 4-stage process for the identification and active involvement of stakeholders in project/programme related activities. The instrument consists of a set of Guidelines plus blank documents (templates). Ref. A2 PROMOTERS > Stakeholders involvement.

NECSTouR - Statute

The objective of this instrument is to show the functioning governance of the NECSTour network. The network gathers a total of 57 members (27 full members, 30 associated members). The instrument also indicates members' rights and obligations, structure of NECSTouR’s bodies and their role and involvement in the network.
