SY CULTour - Joint Institutional Framework Analysis"

This document entitled "Joint institutional framework analysis" and developed as Work Package 3.1 within the project SY CULTour financed by the Programme "South-East Europe" is the most up to date collection of laws, regulations, statements, declarations and other official documents concerning cultural values management in South East Europe and beyond.


QuattroPole is a cross-border city network of Luxemburg, Metz, Saarbrücken and Trier. The initiative aims at strengthening the visibility of the QuattroPole space on the European map, to meet the challenges of the future, together, in a Europe that is growing together. QuattroPole sets up specific cross-border services dedicated to citizens and enterprises, in collaboration with external partners. Environment and energy, culture, languages and a common touristic concept are some of the topics developed by QuattroPole. is aggregating and disseminating cultural content of the Greater Region, i. e. information about events, venues and organisations. It covers all cultural fields, as well as content with educational and touristic interest. The cultural operators of the Greater Region can connect and upload their content to with the creation of a user profile. Cultural operators with large amounts of meaningful content can also connect via XML interfaces. In 2014, more than 3000 operators are member of the content network.

BIC Lazio ICult Viterbo Cultural Enterprise Incubator

Main objectives of this incubatore are to : (a) encourage the development of culture at regional level; (b) promote the creation of a territorial context conducive to the emergence and development of cultural and creative enterprises; (c) develop and assist start-up enterprises and business models for the enhancement of cultural, historical and artistic heritage; (d) promote employment in the cultural and creative sector.

Visitor guidance

Main objectives of the practice is: - Get new visitors to the routes - Give people a possibility to understand that they are in a route, not just in a certain interest point - Give a game-like experiment to the visitors, makes it possible for the younger people to get interested about the routes. - Families are at the focus group. - Give a possibility to track the amount of visitors in the routes online - Give a possibility to guide visitors through the route.

Open Gates

It is not usual to open up the religious monuments for tourists in the Czech Republic. Eastern Moravia (Zlin Region) has a number of important religious monuments including places of pilgrimage. The project was launched in 2008, with the aim to open up selected religious monuments. Zlin Region, Olomouc archdiocese, parishes, municipalities and East – Moravian Tourist Authority are cooperating in this project. Information and marketing materials with information about sites opened were made. The project also created a job for guides (145 persons).

Moravian Amber Trail II

The objective of the project is to increase the contribution of tourism to the economic prosperity of the region NUTS II Central Moravia, increase the promotion of the destination in source markets of Austria, Italy and Germany, and create a supra-competitive tourist product aimed at the target group of these countries. The main key product was multi-day programmes “Moravian Amber Trail”, which was supplemented by other activities such as relaxation, wellness, programmes for children, etc. There were made actions for fulfillment of the objective: • Creation of adventure tourism programs for


B3 POINTS OF INTEREST > Cultural heritage | The main scope of this project is the building-up and marketing of a cross-border cultural heritage tourism product through the conservation, accessibility and valorisation of the archaeological heritage so as to reinforce competitiveness, improve the touristic image of Malta and Sicily, and diversify the overall tourism offer in view of a seasonal adjustment of visitor flows.
